 Teflan-e-Moslem conference to free children from prison or execution – 2008

 

 

Introduction

     Promoting children’s rights and social justice for young children in Iran is one of the main goals of IAPSRS. In this regard, in 2002 with the purpose of promoting children’s social justice, the NGO initiated a program to support children’s rights, named Teflan-e-Moslem, mainly in the field of child execution prevention and stopping injustice punishment to children.
     Through Teflan-e-Moslem Program, IAPSRS is striving to bring freedom and support to children who are waiting in a row of execution or receiving injustice punishment (consists of prevention of capital punishment on anyone who was under the age of 18 at the time of committing the crime), as we believe:
     “The crime commitment among children is primarily due to the existing social and poverty issues in Iran. Therefore, instead of applying severe injustice punishments to children, a fair and just society must promote, protect and fulfill children’s basic needs, so they will be able to reach their full potential to learn, grow, and ultimately become productive to the society rather than committing crimes”.

Methodology Used in Promoting Child Social Justice:

     The main NGO’s methodology in promoting Child Social Justice is to raise public awareness of existing irrational laws and unfair treatment against children in conflict of ill laws.  To achieve this goal, various events are being scheduled and held regularly like seminars, statements, conferences and campaigns. In these occasions, one of our best practices is to remind the public their known religious and ritual leaders’ statements, actions and thoughts against injustice situation of their time. In this regard, we truly believe that the more people become aware of existing Child Social Justice Issues in the country, the easier and quicker it will be to reform and change the unreasonable laws.

Implementation Methodology:

     The implementation methodology that is already being used by the NGO can be summarized in the following groups:

1-  Raising public awareness by the means of:

 Holding regular seminars and gatherings
 Providing  publications, statements and posters
 Highlighting poor condition of children in custodies
 Revealing the condition of children who are waiting in a row of execution to the public

2- Raise fund to release fellow children by paying the required atonement
3- Sponsoring and supporting fellow children and their families after freedom by providing them with educational programs, counseling services and financial contributions
4- Early recognition of children who are potentially expected to commit a crime and social violence in families which are under the supervision and coverage of the NGO.
5-  Offering counseling services, holding sport and art classes, and career support to children at risk to prevent them from committing a crime.

Techniques and Strategies Used:
     In Teflan-e-Moslem Program, promoting the children rights and social justice is mainly happening through NGO’s social justice gatherings or seminars in which the public will become more aware of the existing unreasonable conditions and legal issues of unfair convicted children in jails. In this program, convicted children are invited as candidates to be heard in the public gatherings.

The NGO also offers the following contributions to these children:


1- Providing support and legal help and fund to children awaiting execution. So far, the program is proud of preventing execution of more than ten children.
2- Providing fund to children (usually less than 8 years old) who are being kept in prison as their family can’t afford to pay the fine from the minor crime which had been committed by them. In these cases, the NGO will pay off the fine on behalf of the child’s family and the family will be provided with financial and educational support of the NGO.
3- Providing support for children who are showing considerable improvement in their behavior and are recognized to be ready to come back to normal life.
 

     In Teflan-e-Moslem program, the NGO is holding a two-day gathering every year in which all students, volunteers and donors are invited. Through the gathering, a brief description about the status and problems of each selected child is given to the public and donors are requested to provide enough funds to release the child from custody. The NGO also raises fund to support the released children’s families to make sure they are capable of providing a healthy and safe environment for the child, so that they will never commit a crime again.

     However, in 2010 and 2011, the government did not give necessary certificates to IAPSRS for holding popular gatherings for the program; members of the society have continued their efforts with all difficulties.
